Individual States Legalize Online Casinos

Even with the UIGEA in effect, some states in the U.S. wanted to legalize online gambling, taking a stand to create and implement new laws. Delaware was the first state to be successful when the Delaware Gaming Competitiveness Act was passed, allowing online casinos to begin operations.
