Colorado has a long tradition of land-based casino gambling stretching back over a century. However, in 2020 it’s only legal to place sports bets online in CO. Despite the state boasting over 30 brick and mortar casinos, the current law only permits sports betting.

Current Gambling Laws in Colorado

Following the Supreme Court’s ruling that PASPA was unconstitutional, it has opened the floodgates for states to pass their own sports betting legislation. 

In typically liberal fashion, Colorado put the new gambling law to a public referendum. The public liked what they saw, and retail and online sports betting was finally legalized in 2019. The first online sportsbooks started to appear in 2020. 

Gambling in Colorado is now overseen by the Division of Gaming which handles licenses and regulates sports betting. Daily fantasy sports is now also legal in the state.

• 1880s: First gambling halls start to appear in Colorado
• 1991: Land-based casinos are legalized in the state. Casinos are allowed in three gambling towns: Black Hawk, Cripple Creek, and Central City.

• 2019: In November, voters approved sports betting laws via a referendum. Colorado is the first state to use a public referendum in this way. 
• 2019: HB19-1327 legalizing and regulating sports betting is passed

Most of Colorado’s casinos are centered around three gambling hubs: Central City, Cripple Creek, and Black Hawk.
