Virginia is one of nearly two dozen US states to pass online sports betting laws. However, there are still no plans in Old Dominion to legalize and regulate online casinos. 

There is a march toward land-based casino expansion following a new law. Five cities will go to the polls in 2020 to decide whether the public wants to see new casinos built.

Current Gambling Laws in Virginia

Land-based casinos and VA online sportsbooks were legalized in 2020. In September, the Virginia Lottery Board approved the first sports betting legislation in the state. 

HB 896 legalizes mobile and online sports betting and was easily passed in the Senate. It paved the way for the first remote sportsbooks operators to begin applying for licenses. The first legal sports betting apps and sites should launch in 2021.

  • April 2020: Legalized casinos are approved
  • September 2020: Online sportsbooks are legalized
  • October 2020: Virginia Lottery Board starts accepting sportsbook license applications
  • November 2020: Referendum on new casinos in cities such as Portsmouth and Norfolk

Brick and mortar casinos in Virginia were only legalized in 2020. But while a brick hasn’t been laid yet, operators are quickly moving to get the first casinos built. 

The Pamunkey Indian Tribe is keen to find a partner and bought a possible casino plot in January 2020. It proposes building a multi-million dollar casino resort in Richmond.
