Utah is one of just two U.S. states – the other being Hawaii – where laws essentially bar residents or visitors from betting anything of value on the outcome of a contest, game, scheme, or gaming device.
That means no lotteries, bingo, sports betting or pari-mutuel wagering on horse racing.
That’s interesting that Utah has a long tradition of running thoroughbred and quarter horse races at unrecognized “bush” tracks with no legal betting, a practice that continues to this day. For years these seasoned horses would ship into recognized racing jurisdictions with the appearance that they were first-time starters, when in fact they might have had four or five starts under their belts.

Because Utah's law governs most gambling activities, residents of Utah are not accepted by licensed U.S. horse racing online providers of advance deposit wagering, which enables account holders to bet on horse races via the telephone or internet. As a result, offshore websites and mobile apps operating in defiance of state law are the only possible outlet for Utahns with a yen to bet.
Visitors, however, should be able to play through previously established accounts with licensed providers in their home jurisdictions during their time in Beehive State.
