AmWest Entertainment LLC (Amwager) had planned to bring thoroughbred racing to Sports Creek Raceway, a shuttered harness racing venue near Flint.
However, efforts to conduct its first meeting in 2019 faltered when it could not reach an agreement with state regulators.
