How do I create an account for online betting on horse racing in the U.S.?

There are about a dozen companies that are licensed to provide betting on horse racing to residents of states where it is legal. You can find out if your state is one of 44 that have authorized pari-mutuel wagering on horse races on this handy list I compiled in early 2019, or you can simply go online and search for the name of your state and the term “advance deposit wagering,” or ADW.
If online wagering on horse races is legal in your state, opening an account is as simple as going on one of the providers websites and opening an account, using a credit card or other financial instrument to fund it. Once the money’s in the account, you will be able to bet on virtually every racetrack in North America and many overseas. Most ADW companies also provide live streaming of races, rewards based on your betting, free past performances for tracks you bet on and more.
If your state isn’t one where advance deposit wagering is offered by the licensed U.S. providers, your only option is to find an offshore horse betting website that accepts U.S. customers. There are many that do, but I’d do some research to find out how long they’ve been in business and whether they have a good reputation for timely payouts, dispute resolution, etc.
